The Program
SNAP is an aconmym that stands for Spay, Neuter And Protect. Our local group is comprised of volunteers who help local feral cat colony caretakers trap and neuter cats who live.
Our Columbia, MO, SNAP group is only one of thousands that exist in the United States. Our group was developed by Columbia Second Chance volunteers and is designed to work with local veterinarians, animal rescue organizations, city and county programs and animal enthusiasts to benefit and control feral cat colonies. Columbia Second Chance board members and volunteers are an important resource, contributing both a wide range of knowledge and experience. Because of their on-going involvement in the community, CSC board members are in a position to help where other groups may not be able to.
The Mission
The mission of CSC-SNAP is to reduce the feral cat population in Columbia, MO, using a humane spay and neuter TNR program strategy that protects the public health while providing public education about the need to spay and neuter pets.

Long-Term Goals
- Spay and neuter feral cats and determine the best scenerio for care, whether that be release or relocation to colonies with Cat Colony Caretakers.
- Appoint and communicate with Cat Colony Caretakers in Columbia or surrounding areas for cat care and relocation.
- Educate the public on the importance of spaying and neutering, feral care and the effective solution to feral cat overpopulation.
- Decrease the feral cat population in Columbia and the surrounding area.
Policies & Guidelines
- Columbia Second Chance SNAP Program will follow Columbia Second Chance Policy guidelines.
- Health policies and standard of care: at the very leas,t we will provide spay or neuter surgeries and rabies vaccinations for feral cats that have been taken in the SNAP program. Our goal is to provide as much immediate care and vaccinations as availabe for all ferals while they are being spayed or neutered.
- Euthanasia (due to disease, severe injury, etc) will be decided by the veterinarian.
- Our policy is to release spayed/neutered cats back into their original environment unless there are extenuating circumstances. When there are, we will deal with these on a case-by-case basis.
